Add wally deepsec and wally vvah hosted launchers

Summary

Adds wally deepsec and wally vvah as hosted-only launchers, stacked on Shannon in #219. Models come from a signed-in account or WALLY_CLOUD_KEY. DeepSec gets a Pi models.json plus --model runanywhere/<id>; VVAH writes a properly indented config.local.yaml overlay and leaves packaged inject alone.

Test plan

  • cargo test --lib -- harness::deepsec harness::vvah harness::shannon
  • From a git repo you own (not $HOME or ~/Dev): wally deepsec -- init --repo .
  • Same repo: wally vvah -- scan --repo .
