#2311 feat(fuselage): Add `truncate` to `ItemMeta`

Adds a truncate prop to ItemMeta. With it, long trailing meta text, such as a slash command's parameters, truncates with an ellipsis instead of pushing the title.

Adds a CommandSuggestions story to Item, with a unit test and visual snapshot.

Related: RocketChat/Rocket.Chat#42520, which uses it in the composer's slash-command popup.
