fix(apps): validate room message limits
MR

Proposed changes
The base-runtime room reader accepted zero and negative getMessages limits even though the sibling room methods enforce a positive limit. It now requires an integer-like finite range of 1–100 by rejecting non-finite, non-positive, and over-100 values; regression tests cover zero, negative, and over-limit values.
Reference
Follow-up 6 in ADR 0001 notes the permissive getMessages limit guard.
Validation
- Added focused regression assertions.
- Limit boundary assertions and
git diff --checkpass. - The package test runner could not run because Node.js/Yarn are unavailable in this environment.
Summary by CodeRabbit
- Bug Fixes
- Message retrieval now rejects non-finite limits and values outside the accepted range of 1–100, with an error indicating the valid range and supplied value.
