chore: run typed linting on TypeScript 6

Proposed changes (including videos or screenshots)

Bumps the TypeScript copy that @rocket.chat/eslint-config nests for typed linting from ~5.9.3 to ~6.0.3.

The workspace builds with TypeScript 7, but typescript-eslint still needs the JS compiler API that TS7 doesn't ship, and its peer range is >=4.8.4 <6.1.0 (unchanged in the latest 8.72.0). 6.0.3 is the newest version that range allows, which keeps lint one major behind tsc instead of two and makes the eventual TS7 move a smaller jump.

docs/typescript-7-migration.md is updated to reflect the new pin.

Issue(s)

Steps to test or reproduce

  1. yarn install
  2. Confirm the lint toolchain resolves TS 6: node -e "console.log(require(require.resolve('typescript/package.json', { paths: [require.resolve('typescript-eslint', { paths: ['packages/eslint-config'] })] })).version)" → 6.0.3
  3. yarn lint

On apps/meteor/server/api, ESLint reports the same 123 findings on 5.9.3 and 6.0.3.

Further comments

No meaningful lint speedup: TS 6 runs on the same JS compiler as 5.9 (~22s vs ~21s on server/api, within noise). The real speedup needs TS7, either through typescript-eslint once TS 7.1 restores a compiler API, or by moving typed rules to oxlint's --type-aware mode (tsgolint v7), which covers the typed rules we use.
