fix: stop a hidden reveal-on-hover `ItemActions` from leaving a gap

Proposed changes (including videos or screenshots)

A hidden ItemActions reveal='hover' no longer leaves its container's gap behind in Item, ItemRow or ItemGroupHeader. Trailing content lines up with rows without actions and doesn't shift when the actions appear.

Issue(s)

Part of the Item migration (#42818, #42819). Both of those PRs start rendering ItemActions reveal='hover' and carry this commit at the bottom, so it is extracted here to land first.

Steps to test or reproduce

Run yarn workspace @rocket.chat/fuselage storybook and hover the rows in the Item β€Ί Actions story: trailing content stays aligned with rows without actions.

Further comments

The visual-regression baselines that change are the Item stories that render hidden actions.

    • Fixed an unwanted trailing gap in items, item rows, and group headers when hover-revealed actions are hidden. Hidden actions now leave the surrounding layout correctly spaced.
