fix(release): staple again on a wait when Apple's ticket lookup drops

The v0.18.0 tag run (39200295237) failed twice at the same step: xcrun stapler staple on the DMG, seconds after Apple accepted its notarization, with NSURLErrorDomain -1005 "The network connection was lost" from api.apple-cloudkit.com/ā€¦/ticket-delivery and Error 68. The app's own staple worked both times; the rehearsals' DMG staples worked too, so this is the ticket service, not the artifact.

Both staples now go through stapleWithRetry (release-config.mjs): up to 6 tries, 30 s apart, then Apple's own error. release-config.test.mjs covers a staple that succeeds on a later try and one that never does.
