Draft. Do not merge. Dean merges this himself, timed with a desktop release (see the checklist).
This merges the long-lived coding-agents branch: cloud coding agents started from a Luke plan, and planning that reads a GitHub repository through the Luke GitHub App instead of a folder on the Mac.

Before merging
The merge checklist is in #1876's body. In short:
- GitHub App: its settings, and the
GITHUB_APP_*env vars, which theeveandcoderservices also need. After the merge, sign-in readsGITHUB_APP_CLIENT_ID/GITHUB_APP_CLIENT_SECRET, so production sign-in moves to the App at merge with no manual swap. - Vercel: three services (
web,eve,coder), thecodersandbox prewarm, and a function duration of at least 30 s for the long-poll. - Release the desktop in the same window. Pre-branch desktops can't read plans (the
repositorykey is required) and their Mac command path is gone. Existing plans open on the repository chip. - Migrations 0061–0064, where 0064 drops
plan_command. - Not verified without real credentials: App sign-in on a deployment, a real sandbox checkout and push, and a coding agent on a real model.
Decisions for Dean:
- The coding-agent sweep bound of 25 h, or exclude coding agents from the sweep.
- Approval to update the AGENTS.md "scheduled sweep" sentence and
packages/hosted/CLAUDE.md'squeue_questionsentence. Both are now stale.
