On a planning call Luke kept asking the developer things he could read from the codebase. The facts rule ("Don't ask the user for anything you could look up yourself") only lived in the planning model's prompt. The voice model, the one actually speaking, never saw it, and its role told it to "ask questions to the user until the plan is complete."
packages/live/src/instructions.ts: the planning role now asks the developer for decisions, and says the backend has the plan's repository checked out, so code facts are delegated, never asked.apps/web/server/hosted/brain-host/planning.ts: the facts rule namesrun_in_repositoryas where code facts are found. The doc comment notes the added sentence beside the other departures from Matt Pocock's skill text.
No new test: the offline eval runs a scripted model that ignores the prompt, and asserting the prompt's wording would be a change-detector test. The check is a real planning call: ask Luke something about the code and confirm he delegates it instead of asking. CI could not verify that; ./scripts/check.sh passes locally.
