Stop polling plans: the notetaker's drafts carry every change

Last of four. Plan polling is gone.

Every change to a plan now happens during its call and reaches the Mac as drafts. So the host's 3 s follow of the plan list and document is removed, along with the planning.pause act and gateway method, and the per-panel bookkeeping in planning-acts.ts. The list and the open plan are read when the Plans tab shows, when a plan opens, and when one starts. Nothing reads on a clock.

One known change: a plan started on another Mac appears in this Mac's list only the next time the Plans tab shows. PLANNING.md says so.

Testing

  • ./scripts/check.sh passes.
  • compose-planning.test.ts now asserts that no reads happen as time passes with the tab open, and that showing the tab again picks up a save. The pause and beat tests are gone.
  • use-plans-tab.test.ts asserts that each showing reads again.
  • CI could not verify this. It is a Mac change, and no verify.sh run was taken.
