#1729 LUKE-331: Define the voice planning journey and document window

Summary

• Adds docs/PLANNING.md, the reference voice planning journey and window layout for the Feature Planning MVP (LUKE-331). It is a design doc only, with no application code.
• Window: a normal titled, resizable Mac window with three regions:
  • a named-plan sidebar;
  • a header showing owner/repo · branch @ commit and a Copy button;
  • one read-only document: the Markdown body, then an assumption checklist with a plain Confirmed / Not confirmed field on each item.
• Voice bar: microphone toggle, status, waveform, captions and thinking dots.
• Setup: the only typed fields are the plan name and a repository filter. There is no typed chat or fallback, no approve button, no readiness meter, no version history and no export screen.
• Journey: "Teammate invitations" on a private repo. • Reuse table: maps each part to existing code: hardened-window.ts, DockPresence, WINDOW_ROLE, the act router, MarkdownMessage, ConversationCopyButton / WINDOW_COPY_TEXT, VoiceView, useVoiceView, LiveCaptions, captionSegments, Waveform, ThinkingDots, microphone-access.ts, and VoiceWindow with LiveVoiceOrchestrator.
• Gaps the later issues must close:
  • The app runs as an accessory app with no app menu, so a normal window needs the Dock tile and Edit/Window menu roles.
  • The window must not call dressMacWindow.
  • The window must not mount session replay.
  • The talk key is hold-to-talk today, so the window adds a toggle.

• Platform-independent checks: ./scripts/check.sh exit 0
• macOS Electron verification (./scripts/verify.sh): not run. This PR is documentation only and changes no Mac or UI code; CI cannot verify the Mac in any case.
