docs(desktop): put drifted comments back on the code they describe

Summary

  • Move five comments that were attached to the wrong symbols onto their actual subjects (or delete them when superseded).
  • The OPENAI_BASE_URL voice-minting note now sits on openAiRealtimeCredentialsFromEnvironment, and the provider API-keys IPC note sits on openProviderApiKeys.
  • No runtime behavior changes.

Test plan

  • Skim the five files in the diff and confirm each remaining comment describes the declaration immediately below it.
  • CI green (comment-only change).
