Add Ubuntu 26.04 packaging builders for ProxySQL 3.0+

Add GCC and Clang packaging images based on Ubuntu 26.04 (resolute), following the existing Ubuntu 24.04 builder definitions. These images support ProxySQL 3.0.12, 3.1.12, and 4.0.12; Ubuntu 26 support is limited to ProxySQL 3.0 and later.

Required by sysown/proxysql#6517. The ProxySQL packaging configuration references proxysql/packaging:build-ubuntu26-v4.0.0 and proxysql/packaging:build-clang-ubuntu26-v4.0.0. README instructions cover loading these tags locally and publishing AMD64/ARM64 images for release CI. Existing image Makefiles discover both targets automatically.

Validation:

  • Built both images successfully on AMD64 (GCC 15.2 and Clang 21).
  • Built the ProxySQL 3.0.12 AMD64 DEB with the GCC image and verified installation and binary startup on clean Ubuntu 26.04.
  • Checked the multiarch publication commands with make -n and ran git diff --check.

The images still need multiarch publication before ProxySQL release CI can pull them. ARM64 execution and full 3.1/4.0 package builds have not been run locally.
