Remove toApiDocFilename overrides identical to DefaultCodegen

DefaultCodegen.toApiDocFilename(String) already returns toApiName(name). 21 generators override it with exactly the same body, so the overrides add nothing. This removes them: 21 files, 105 deletions, no additions.
No behaviour or generated output changes, so no samples or docs are regenerated. The module's unit suite passes.
