#836 docs(server): document Strix Halo ROCm 10.1 build

Adds a native AMD HIP build recipe for Strix Halo to the developer guide. It records the tested Ubuntu 26.04.1 / ROCm 10.1.0 environment and the HIP compiler-root and include flags required by this build.

Validation: configured and built luce_server from upstream ae039d0acc2f03cd0e8cff33836ad05e4f64d310 on Ryzen AI MAX+ 395 (gfx1151), Ubuntu 26.04.1 LTS, ROCm 10.1.0 / HIP 7.16.26385, GCC 15.2, and CMake 4.2.3. The full Ninja build completed successfully (406 steps). git diff --check passes.
