CLI changes for devel → main.

  • insta usage — resource usage aggregated by meter (with costUsd).
  • insta billing — current cycle summary; insta billing upgrade <pro|enterprise> (Stripe Checkout) + insta billing portal (Customer Portal), open in browser.
  • insta login --oauth <github|google> — browser OAuth via a loopback listener + the platform's /auth/cli/authorize + /auth/cli/return bridge.
  • Bun native binaries: scripts/build-binaries.sh / npm run build:binaries cross-compile standalone per-platform executables (no node at runtime) + SHA256SUMS; version baked into insta --version. npm still ships the JS bin. Also gitignore cli local state (.env/.insta/.claude/.codex).

11 tests green; tsc build clean.
