Adds cross-pod RTP capabilities handling so getRouterRtpCapabilities works even when the room lives on another pod. Previously, the request failed with a 409 error; now it's forwarded via Redis, the owning pod returns the capabilities, and the original socket gets the ack. Includes a timeout and error handling, a new getRtpCapabilites command handler in podConnection.ts, and documentation. Closes #65.
