Updated PQC proposal codes to 1000 (ALLOW_FN_DSA_512) and 1001 (ALLOW_ML_DSA_44), gated behind VERSION_4_8_2_PQ1 (block version 37). Relocated PQC precompiles to 0x02000016–0x0200001a to avoid address conflicts.

  • Bug Fixes
    • Moved VerifyFnDsa512, BatchValidateFnDsa512, VerifyMlDsa44, BatchValidateMlDsa44, and ValidateMultiPQSig to 0x02000016–0x0200001a and updated tests/comments.
    • Corrected ValidateMultiPQSig fallback energy to use the worst of ECDSA and PQ (WORST_ENERGY_PER_SIGN).
