Summary

eMudhra's intermediate CA keys were compromised in Oct 2026. uv 0.13.4 (GHSA-hq85-5cpj-mr62) ships webpki-root-certs 1.0.10, and webpki-root-certs 1.0.10 drops emSign ECC Root CA - G3. This PR pins uv in CI and bumps the Rust root bundle.
