#1194 content: add two Apple rejection stories (5.6.4 payouts, metadata subscription image)

Summary

Adds two anonymized Apple App Store rejection stories to /apple-rejection-stories/:

• Payouts frozen over a rising refund rate (Guideline 5.6.4 App Quality, Apple Developer Program)
• Rejected three times over an image the console would not delete (metadata and IAP setup)

Also introduces the 5.6.4 tag (label, styles, SVG illustration), registers redacted WebP screenshots, and bumps batch 1 publishedOn to 2026-10-18 (30 stories).
