Why

This is the pre-reviewed listen rollback for the paired 25% step (lead c7c8d1 and 0e6067). It is an exact git revert of the values-25 commit 8a4bf1d20bce, so it restores the explicit SERVER_BATCH_ONLY_MOBILE_PERCENT: "0". It is opened now so the paired plan can pin its exact head before 5d.
