fix(app): keep integration status when its fetch fails

Fixes #14956

A failed status fetch now keeps the last known status (the saved one on a cold start) instead of saving "disconnected", and the next ensureLoaded fetches again.

Added two cases to test/providers/integration_provider_reload_test.dart, both fail on main and pass now. Full bash test.sh passes.
