What does this PR do?

The Altimate LLM Gateway free-token allowance is now 1M tokens, down from 10M. This PR updates every place users see that number:

  • TUI welcome panel row (packages/tui/src/component/altimate-onboarding.tsx)
  • TUI provider picker description (packages/tui/src/component/dialog-provider.tsx)
  • Docs: configure/providers.md, getting-started/quickstart.md (2 places), usage/ide.md

A repo-wide grep finds no other mention of the 10M allowance. The generated models snapshot was left out of the search. No test asserts these strings.

Type of change

  • Documentation / user-facing copy

Issue for this PR

N/A. This is a copy-only change that reflects the new allowance.

How did you verify your code works?

  • TUI tests: provider-options, dialog-model-welcome, welcome-panel, dialog-provider-altimate-base-retry. 17 passed, 0 failed.
  • packages/tui typecheck (tsgo --noEmit) passes.
  • script/check-tracker-leaks.ts passes.
  • Two independent reviewers approved the change with no blocking findings.

Checklist

  • My code follows the project's conventions
  • No remaining references to the old allowance
  • Tests pass locally

Follow-up: no CHANGELOG entry was added here. The release tooling generates it, and the next release notes should mention the change from 10M to 1M.
