Adds the snowflake-setup skill, which bootstraps or audits a Snowflake account end-to-end and emits idempotent SQL, Terraform HCL, and rollback scripts. Also fixes sql_execute so real SQL failures surface as errors instead of an ambiguous (0 rows) result.
