Summary

The creating-cloud-persona skill was pinned to runtime 4.1.14 / persona-kit 4.1.12. The source repos have since moved to workforce 4.1.34 and the agents repo pins 4.1.23 / relay-helpers 0.4.6. This re-vendors the reference snapshots and updates the guidance to the current deploy/runtime shape.
