Bumps @agent-relay/merge-train-snippet from 1.0.1 to 1.0.2. Publishing happens after merge (handled by the merge-train rollout coordinator).

Changes to snippets/merge-train-snippet.md

  • New "must not" rule: never add mergeable to a PR you didn't author, or to any external contributor's PR (no write access, including forks), without a human maintainer's explicit approval. It also states the train's external-PR rule: a maintainer APPROVED review on the exact head, plus mergeable added by a maintainer after the last push.
  • New step 3, migrations:
    • Re-derive the migration floor right before pushing.
    • Renumber a migration? Push the renumbered branch immediately; an unpushed reservation is invisible to every check.
    • The steps after it are renumbered to 4 and 5.
  • Removed the stale "Interim: the sweep worker is not deployed yet" note; the sweeper is live.

prpm.json: the merge-train-snippet version goes to 1.0.2. Nothing else changes.
