#220 feat: add Telegram Relayfile adapter

Summary

• Adds @relayfile/adapter-telegram with typed path helpers, provider-specific LAYOUT.md, indexes, aliases, digest support, and optional event-sourced conversation history layout.
• Adds writeback resources/discovery for rich Telegram Bot API messaging, reactions, callback answers, inline query answers, bot commands, and menu buttons.
• Regenerates trigger/scope/writeback catalogs, adds Telegram to the messaging publish group, and updates writeback coverage/changelog docs.

Release coordination

• After this adapter is merged and published, update Cloud from its temporary local file: dependency to the published @relayfile/adapter-telegram semver before merging the Cloud integration PR.
